Responsibility for the enforcement of health and safety matters is split between the Health and Safety Executive; the precise allocation of responsibility is governed by the Health and Safety (Enforcing Authority) Regulations 1998.

The Health and Safety regime is deliberately severe and imposes a requirement on companies and individuals to prove that they have done all that is reasonably practicable to prevent accidents.
