Premises Licenses

Activities which require a premises licence to be held are:

  • The sale of alcohol;
  • The supply of alcohol in a qualifying club (previously a registered club);
  • The provision of regulated entertainment; and
  • The provision of late night refreshment.

One or all of these activities can be contained on the premises licence.

Many local authorities are tackling public nuisance and crime and disorder in areas saturated by licensed premises (normally town or city centres) by adopting a cumulative impact policy. Sometimes known as saturation zones or stress areas, the principle is that the existing disorder and / or public nuisance is so bad that no new premises should be licensed. In addition, later hours for existing premises may be difficult to achieve. Applicants who have premises or are seeking to buy premises (and make changes to the licence) in these areas will need to address the issues in their operating schedules in order to show that they would not add to the 'cumulative impact'.
